ミアシャイマーとカラガノフが議論を交わしているようだな、事実上、米ナンバーワンと露ナンバーワンの国際政治学者が。

日本のみなさんも日本のチョロい国際政治学者などの話は無視して、こういうのにしっかり耳を傾けるべきだよ。

とはいえセルゲイ・カラガノフの英語は口がモグモグしてて聞き取るのに苦労するな。そのうち誰かが文字起こししてくれるから厳密にはそれを待つことにするよ。 ざっと見渡した限り、おおむね次のようなことを言ってるらしいよ。

セルゲイ・カラガノフ：資源の点では、我々は最大の国であり、最も豊かな国だ。人々がロシアのヨーロッパへの侵略を話すとき、想像してみてほしい。 笑うことさえできない。反吐がでる。 ヨーロッパ人は単に狂っている。 彼らは戦争をできるだけ長引かせ、ウクライナ人の後を追い、すでに100万人以上のウクライナ人を浪費した後、東中欧の人々を戦場に送り込もうとしている。 彼らがこの戦争を必要としているのは、自分たちではなく、完全に狂っていて完全に失敗しているこのエリートを救うためだ。 エリートは完全に狂っており、完全に失敗している。エリートは、自分たちの過ちを隠蔽するために、この戦争を必要としているのだ。 彼らは失敗者であり、戦争が必要なのだ。

We are the biggest country, the richest country in terms of resources. When people are talking about Russians invading Europe, I mean, imagine, I mean, it's not even laughable. It's disgusting. Europeans are simply insane. They want to prolong the war as long as possible, sending after Ukrainians, after they waste more than a million Ukrainians already, they want to send East-Central Europeans into the battle. They need this war to save, not they, this elite which is completely insane and has completely failed. It needs this war to cover up their mistakes, if not worse. They are failures and they need a war.

ま、たいしたこと言ってるわけじゃなさそうだが、こういうアタリマエのことさえ言えないのが日本の国際政治学者だからな。

というわけで、一週間前、「絞首刑と暗殺の狭間で」に記したように、ヨーロッパのエリートは絞首刑を避けるために戦争を長引かせてんだよ。

カルガノフの弟子筋に当たるトレーニンは、今年の1月20日の段階だが、次のように記していた。

ロシアフォビアは西ヨーロッパの政治において引き続き結束力となるだろう。一般に信じられていることとは反対に、この感情は米国によって押し付けられたものではなく、EUと英国のエリート層が結束の手段として積極的に受け入れている。ウクライナでのロシア軍の作戦は、ロシアが「ヨーロッパを誘拐」しようとする想像上の試みの第一段階とみなされている。 2025年、ドイツの新連立政権はモスクワに対してさらに厳しい姿勢を取るだろう。しかし、ロシアとの直接的な軍事衝突への懸念から、他のヨーロッパ諸国はウクライナへの軍隊派遣を思いとどまるだろう。その代わりに、西ヨーロッパは新たな冷戦に備え、軍事費を増大させ、生産を拡大し、NATOの東側を強化するだろう。 ヨーロッパ内の反対意見は抑圧されるだろう。ロシアとの対立に反対する政治的な人々は、「プーチンの便利な馬鹿」またはモスクワの完全な手先として烙印を押されるだろう。ハンガリーとスロバキアはロシアへのアプローチにおいて異端者であり続けるだろうが、EUの政策に対する彼らの影響は無視できるほど小さいだろう。

Russophobia will remain a unifying force in Western European politics. Contrary to popular belief, this sentiment is not imposed by the US but actively embraced by EU and UK elites as a tool for cohesion. The Russian military operation in Ukraine has been framed as the first stage of an imagined Russian attempt to “kidnap Europe.”  In 2025, Germany’s new coalition government will adopt an even tougher stance toward Moscow. However, fears of a direct military clash with Russia will deter other European nations from deploying troops to Ukraine. Instead, Western Europe will prepare for a new Cold War, increasing military spending, expanding production, and fortifying NATO’s eastern flank. Dissent within Europe will be suppressed. Political opponents of the confrontation with Russia will be branded as “Putin’s useful idiots” or outright agents of Moscow. Hungary and Slovakia will remain outliers in their approach to Russia, but their influence on EU policy will be negligible.
