米国によって設置された「ヤクザ集団」自民党（マイケル・ハドソン）

有権者の大多数は戦争に反対し、ガザ、そして今やヨルダン川西岸、さらに南レバノンでの虐殺に反対しているにもかかわらず、トランプ政権は全面的に戦争を支持している。つまり、ここにもまた矛盾があります。アメリカでは両党ともほぼ同じ献金者を持ち、どちらもネオリベ（新自由主義者）に支配されているという事実は、トランプであろうと民主党員であろうと関係がありません。トランプは、バイデンが従っていた政策、そしてその前のオバマ、さらにその前のジョージ・ブッシュが従っていた政策を単に踏襲しているだけです。 これは、石油取引を支配するという米国の恒常的な政策であり、単に石油取引だけでなく、石油取引によって得られたドルや外貨の行方までも管理することで、他国が自国の市場向けに石油やエネルギーを調達する道を締め上げることを目的としています。これは、ドナルド・トランプが関税によって他国の米国市場への輸出を締め上げたのと同様の仕組みです。

The majority of voters are against the war, against the genocide in Gaza and now the West Bank and now in Southern Lebanon, and yet the Trump regime is entirely for it. So, again, there’s a disconnect. The fact that in America, both parties pretty much have the same donors and are both controlled by the neoliberals, it doesn’t matter whether it’s Trump or a Democrat. Trump is simply following the same policy that Biden was following and Obama before him, George Bush’s before them. This is constant US policy to control the oil trade, and not only the oil trade, but what happens to the dollars and foreign exchange earned from the oil trade so that it can have a chokehold on other countries’ access to oil and energy for their markets just as Donald Trump has established with his tariffs, a chokehold on other countries’ attempt to export to the American market.

さて、貿易に関しては、他国が基本的に米国市場を見切り始めているというのが現状です。韓国は、3500億ドルをドナルド・トランプの口座――利益のすべてが米国に還元されるという条件でトランプが管理する口座――に支払うことを約束し、韓国議会もこれに同意しました。とはいえ、 ヘリウムや天然ガス、硫黄、石油といった、自動車や電子機器の製造に必要な資源が枯渇してしまった今、韓国が米国への輸出でどれほどの収益を上げられるのかは、正直なところ見通しが立ちません。本来なら、これらを米国に輸出して得た3000億ドルを、トランプへの「保護料」として支払う予定だったのですから。 日本も同様で、その額は6500億、あるいは7500億に達するかもしれません。日本が、ドナルド・トランプ個人や米国が望むもの、つまり彼の選挙資金提供者のビジネスに投資し、この「タダ同然の資金」から莫大な利益を上げるために、どうしてこれほど巨額の資金を米国に支払う余裕があるというのでしょうか。日本も韓国と同様に、重工業に必要な石油やガス、ヘリウムなどの資源を持たないため、自動車や電子機器、その他の商品を米国に輸出できなくなっているのに、どうやって資金を調達できるというのでしょう。世界貿易の崩壊を目の当たりにしているにもかかわらず、他国がこれほど静観しているのは理解できません。これは各国の経済に不況をもたらすことになるだろうし、その不況は1930年代のそれと同じくらい深刻なものになるはずです。忘れてはならないのは、第二次世界大戦で日本を戦争に駆り立てたのは、米国が石油供給を断ったことであり、日本は窮地に立たされていました。だからこそ、中国だけでなくシンガポールやその他の地域にも侵攻したのです。

Well, what ’s done in the case of trade is other countries are basically beginning to give up the American market. Korea has promised, the congress in Korea has agreed to pay the 350 billion dollar money into Donald Trump’s account an account managed by Donald Trump that the profits are all going to go to the United States for 350 billion even though it’s hard to say what are Korea’s exports going to be to the United States now that it doesn’t have helium and natural gas and sulfur and oil to make the automobiles and electronics that it had hoped to export to the United States to raise the three hundred bill billion to give as protection money to Trump.  Same situation with Japan with its 650 billion that may be 750 billion. How can Japan afford to pay this huge amount giving to the United States for Donald Trump personally and the US to invest in whatever they want, namely in the businesses of his campaign financiers to make a killing on the markups from all of this free money. How can Japan, like Korea, raise the money if it’s not able to export its cars and electronics and other goods to the United States because it doesn’t have oil and gas and helium and all of the other things that you need for heavy industry. I don’t understand how the other countries can be so quiet in permitting this breakdown of world trade that we’re seeing when it’s going to create a depression in their economies, which is going to be just as depressing as the ‘30s. Remember, what forced Japan into World War two was the United States cutting off its oil supply, and it was desperate. And that’s why it invaded Singapore and the other regions there in addition to China.

今も状況は同じです。アメリカは日本を牛耳っていますが、それはアメリカ市場や石油へのアクセスという形だけではありません。1945年、アメリカがヤクザや日本のギャング［the yakuza and the Japanese gangs］を支援し、第二次世界大戦後に政権獲得を目指した社会主義運動を潰した時から、人的支配という形で確立されたようです。マッカーサー将軍は、右派勢力の政権維持を担っていました。 つまり、日本、韓国、これらの国々は皆、私たちが議論しているのと同じ問題を抱えているのです。これらの国の指導者たちは、自国や国民の利益ではなく、主にアメリカの政策に従っているのです。有権者はこのことを理解しているが、米国政府、全米民主主義基金、CIA、国務省、非政府組織、その他彼らが動かす友好的な機関によって育成されてきたと思われるこれらの指導者たちを、有権者が排除するためにできることは何もない。彼らのスカウトが見つける20代の人物、あるいは学校に通う10代の人物たち。彼らは、この人物は聡明でカリスマ性があるが、同時に日和見主義者で金が欲しいだけで、幸運なことに、我々が与えている金と支援に見合うだけのことをしない場合に備えて、脅迫ファイルを作成できるほど腐敗しています。

Well, same thing now. The United States has a stranglehold over Japan, but it’s not only in the form of access to the US markets and oil. It seems to be a personnel stranglehold established ever since 1945 when it backed the yakuza and the Japanese gangs to break up the socialist movement that tried to achieve office after World War two. General MacArthur was in charge of insuring the right winger wing in power.  So Japan, Korea, all these countries have the same problem that we’re talking about. The leaders of these countries are following the policies mainly of the United States, not what benefits their own countries, and the electorates of these countries. The voters realize this, but there’s nothing that the voters can do to dislodge these leaders that seem to be have been nurtured by the US government, by the National Endowment for Democracy, by the CIA and the State Department and the nongovernmental organizations and all of the other friendly institutions that they move, the individuals that they their talent scouts find, individuals in their twenties, maybe their teens in school, that they think here’s somebody who’s brilliant, charismatic, but also is an opportunist and just wants money and is, fortunately, is corrupt enough that we can have blackmail files on them just in case they don’t do what we want them to do for the amount of money and support that we’re giving them.

なお、《アメリカでは両党ともほぼ同じ献金者を持ち、どちらもネオリベ（新自由主義者）に支配されているという事実は、トランプであろうと民主党員であろうと関係がありません。》とあるネオリベは、マイケル・ハドソンにとって金融資本主義者のことでもある。

金融資本主義とは、上位1％に属する人がいかにしてタダ飯を手に入れるかということだ。〔･･･〕基本的に金融資本主義とは、詐欺師が 99 パーセントの人々からお金を奪い、自分の手に収めることで金持ちになる機会を与えることである［finance capitalism is all about how to get a free lunch if you're a member of the one percent.(…) that’s basically what finance capitalism is: opportunity for rip-off artists to get rich uh by taking money away from the 99 percent, into their own hands.］

さらに、《ヤクザや日本のギャング［the yakuza and the Japanese gangs］》とあるのは、もちろん自民党集団である。

マイケル・ハドソン： 繰り返しになりますが、「安全保障依存」という言葉は婉曲語法です。オーウェル的な二重思考と言えるでしょう。日本は再軍備について議論しており、再び核保有国となる可能性すら示唆しています。もし日本が再軍備すれば、中国は直ちに自衛措置を取らざるを得なくなるでしょう。日本は第二次世界大戦で壊滅的な敗北を経験しています。日本が誰に対しても真の軍事的脅威となる可能性は全くありません。確かに、北朝鮮も韓国も、何世代にもわたる日本の残虐な植民地支配のため、日本に対して全く好意を持っていません。そこには、アメリカが日本のヤクザ、つまり犯罪者たちとの取り決めとして設置した自由民主党を通じて、日本に対する憎悪さえ存在しています。 マッカーサー将軍と米国務省は、犯罪者たちと結託し、社会主義的デモを鎮圧・攻撃させる取引を行いました。第二次大戦後、日本には社会主義が根付く可能性があり、日本国民の反動が起きていたのです。しかしアメリカの代替案は、日本を基本的に自民党が支配する、大部分が犯罪化されたマフィアのような寡頭政治にすることでした。

MICHAEL HUDSON: Well, again, the word “security dependence” is a euphemism. It’s Orwellian doublethink. Japan has talked about rearming, and it’s even talking about perhaps becoming an atomic power again. If Japan rearms, this is going to immediately lead China to defend itself. Japan’s already met a devastating loss in World War II. There’s no way in which Japan can be a real military threat to anyone. Certainly, the North Koreans, like the South Koreans, have no love for Japan at all because of its brutal occupation of Korea for so many generations. There’s almost a hatred of Japan there via the Liberal Democratic Party being installed by the United States as America’s compact with the Japanese Yakuzas, the criminals.  MacArthur in Japan and the U.S. State Department made deals with the criminals to go and beat up, attack the socialist demonstrations. There was a chance of socialism in Japan after World War II, a reaction by the Japanese. The American alternative was to make Japan basically a largely criminalized mafia-like oligarchy controlled by the LDP.

さて、繰り返しになりますが、日本は米軍基地のホスト国です。数週間前、中国は大規模な軍事演習を行い、明確にミサイルを展示しました。彼らはこう指摘しました：このミサイルはグアム、すなわち太平洋西部の米軍前哨基地を攻撃可能だ。日本の他の軍事拠点も攻撃可能だ。ですから、日本が自らの安全を危険に晒しているわけではありません。台湾についても同様です。台湾は中国本土に非常に多額の投資を行っております。両国間には既に一種の経済的共生関係が存在するのですが、アメリカはその間に楔を打ち込もうとしているのです。 中国側はこう述べています。もし何らかの理由で、例えば欧州の指導者たちを懐柔したのと同じ方法で台湾の指導者たちを懐柔することができたなら、我々は非常に厳しい措置を取るだろうと。その場合、勝負の行方は明らかです。貴国の海軍艦隊は格好の標的となるでしょう。第二次世界大戦勝利に貢献した海軍戦力は、もはや有効な軍事手段ではありません。我々は一日で全艦隊を殲滅できるからです。海軍という支配手段は、英国が世界最強の海軍を保持していた数世紀にわたる歴史の中で役目を終えました。英国にとって海軍の意義は、沿岸地域の経済発展を管理することにあったのです。これは英国が外国貿易を推進し、諸国間の商業的相互依存関係を促進していたためです。

Well, again, Japan is host of the U.S. military bases. A few weeks ago, you had China’s great military demonstration very explicitly showing missiles that they pointed out: This missile can hit Guam, America’s military outpost in the West, the Pacific. It can hit the other Japanese military outposts. So it’s not that Japan’s risking its security. The same thing with Taiwan. There’s a very heavy Taiwanese investment in mainland China. There already is a kind of economic symbiosis between the two countries, but the United States is trying to drive a wedge in that.  The Chinese have said, you know, if for any reason you’re able to co-opt the Taiwanese leaders in the way that you’ve co-opted, say, the European leaders, we’re going to hit down very hard. And it’ll be no contest. Your naval fleet are just sitting ducks. Your naval power that helped win World War II is no longer an active military tool because we can wipe them out in one day. The entire Navy. Navies are obsolete as the tool for control which they were for so many centuries when Britain had the greatest Navy in the world. The whole idea of navies for Britain was to deal with economic development around the seacoast. That was because Britain was promoting foreign trade and inter-commercial interdependence among countries.

自民党を米国によって設置されたヤクザ集団として見做せば、現在の高市「姐御組長」の振舞いもまったく奇妙ではないだろう。

ーーバイデン政権に、 脱ドル化のプロセスを止めるための、直接的な軍事介入以外の手段はありますか?

マイケル・ハドソン）いいえ、 今のアメリカには軍事介入しかありません。硬直しています。アメリカは長年、 核兵器に多大な投資をしてきたため、 徴兵制を復活させ、 武装した軍隊を他国に侵攻させることはできません。 ベトナム戦争の時のように、学生の抗議が起きるからです。2015年の米国支援のクーデター後にウクライナ人がやってきているような自殺行為の戦争を、 他の国にもやらせることができない限り、 米国が本当に軍事的に戦うことができるのは核兵器だけなのです。しかし、他の国をウクライナのようなことをやらせるのは難しそうだ。 台湾人がそんなことをやりそうにない。 日本人だけがやる可能性がある。

Dimitri Simes Jr. : Does the Biden administration really have any instruments at its disposal other than direct military intervention to try and stop the process of de-dollarization? MH: No, that’s all that America has now. It’s muscle-bound because for years America has put all of its money into atomic war. So America can’t reintroduce a draft and have an army invading another country because you’d have student protests like you had in the Vietnam War. So all that America really has to fight with militarily is atom bombs. Unless it can get other countries to commit suicide, like the Ukrainians are doing after the American coup d’etat of 2015. But it looks like it’s going to have difficulty having other countries follow Ukraine. And I don’t see the Taiwanese doing this, only the Japanese might be willing to do this.
