2026年5月28日、私は番組『Deep Dive』に出演し、ダニー・デイビス退役中佐と共に、ガザでの停戦実現の可能性や、ロシアが通常兵器、さらには核兵器を用いてNATO加盟国を攻撃する見通しについて議論した。 私は、イスラエルと米国内のその支持者たちが、イランとの停戦、ひいては和平合意の成立に向けた最大の障害となっていると主張した。また、交渉者および外交官としてのトランプの明らかな限界が、この問題に大きく寄与している点も強調した。

ウクライナ情勢については、私は最近欧米でよく耳にする「ウクライナが戦況を逆転させ、戦場で勝利しつつある」という主張に異議を唱えた。それどころか、ロシア軍はペースは遅いものの進撃を続けており、ウクライナがすでに失った広大な領土を奪還する可能性は事実上皆無である。唯一興味深い点は、紛争が膠着状態に至るまでに、ロシアがさらにどれだけの領土を奪うかということだ。 しかし、空戦に関しては、ウクライナがNATOの支援を受けてロシア本土へのドローンやミサイル攻撃を大幅に強化しており、しばしば民間施設を標的としている。さらに、欧州諸国もウクライナも、今後、攻撃の回数と高度化を進めていくと公言している。

こうした攻撃は、ウクライナにとって戦況を好転させるものではないが、ロシア指導部がこれを容認できないものと見なし、武力を行使して阻止する決意を固めていることは疑いの余地がない。その目的のため、ロシアは戦争開始以来かつてないほど大規模にキエフへの爆撃を行っている。もしそれが効果を挙げなければ、プーチンはNATO加盟国の特定目標に対し、通常兵器による攻撃を承認するものとみられる。そして、それでも欧州諸国とウクライナがドローンとミサイル攻撃を停止しない場合、ロシアは限定的な核攻撃に踏み切る可能性もある。言うまでもなく、これは極めて危険な状況である。

On 28 May 2026, I was on “Deep Dive” talking with Lt. Col. (ret.) Danny Davis about the possibility of getting a ceasefire in Gaza as well as the prospects of Russia attacking NATO countries with conventional weapons and maybe even nuclear weapons.  I made the case that Israel and its supporters in the US are the main obstacles to getting a ceasefire with Iran and eventually fashioning a peace agreement. I also emphasized that Trump’s obvious limits as a deal-maker and diplomat contribute to the problem in significant ways.

On Ukraine, I challenged the argument we hear in the West these days that Ukraine has turned the tide and is winning on the battlefield. On the contrary, The Russians continue to advance, albeit slowly, and there is virtually no chance that Ukraine is going to recapture the large slice of territory it has already lost. The only interesting question is how much more territory will Russia take before there is a frozen conflict.  But then there is the air war, where Ukraine, with help from NATO, has significantly increased its drone and missile strikes on the Russian homeland, often hitting civilian targets. Moreover, both the Europeans and the Ukrainians promise to increase the number and sophistication of the strikes moving forward.

These attacks are not going to rescue the situation on the battlefield for Ukraine, but there is no question that Russian leaders consider them intolerable and are determined to use force to stop them. Toward that end, they are bombing Kyiv more extensively than they have at any point in the war. And if that doesn’t work, it appears that Putin will authorize striking select targets in NATO countries with conventional weapons. And if that doesn’t coerce the Europeans and the Ukrainians into stopping the drone and missile attacks, Russia might use limited nuclear strikes to achieve that goal. Obviously, this is an extremely dangerous situation.

Europeans are simply insane. They want to prolong the war as long as possible, sending after Ukrainians, after they waste more than a million Ukrainians already, they want to send East-Central Europeans into the battle. They need this war to save, not they, this elite which is completely insane and has completely failed. It needs this war to cover up their mistakes, if not worse. They are failures and they need a war

核兵器使用における我々のこれまでの自制は、悪意ある逆効果をもたらすことが証明された。それは軍国主義的ヒステリーやロシアフォビアを煽り、戦争準備を進める者たちの思惑に利用されてきたのだ。 自制はまた、人類を滅ぼす第三次世界大戦へとエスカレートする可能性のある紛争を防止する責任から、大国が逃避することを意味する。今や慎重さは無責任の域に達している。

我々は軍事ドクトリンを改正し、経済的にも人口的にも優位な敵が引き起こすいかなる戦争においても核兵器の使用を義務付けるべきだ。少なくとも専門家レベルでは、ゴルバチョフ＝レーガン時代の「核戦争に勝者はいない」という見解を放棄すべき時が来ている。この見解はあらゆる軍事論理に反し、NATOによるロシアとの熱戦などを引き起こしてきた。 もちろん、私は核戦争を呼びかけているわけではない。たとえ勝利したとしても、それは大罪である。しかし、私たちはそれに完全に備えなければならない。そうしなければ、無為と優柔不断が、国と国民を疲弊させ、地球規模の熱核戦争の破滅を招きかねない軍事作戦を継続するという罪へとつながるからだ。そのような罪は、なおさら許しがたいものとなるだろう。そして、より重要なことは、それは誤謬である。

Our previous restraint in using nuclear weapons has proven maliciously counterproductive, playing into the hands of those who fan militaristic hysteria and Russophobia and who prepare for war. Restraint also amounts to a great power’s evasion of its responsibility to prevent conflicts that could potentially escalate into a humanity-ending Third World War. Caution now borders on irresponsibility.

We should amend our military doctrine to mandate the use of nuclear weapons in any war unleashed by an economically and demographically superior enemy. It is high time, at least at the expert level, to abandon the Gorbachev-Reagan-era view that ‘there can be no winner in a nuclear war,’ which contradicts all military logic and has led, among other things, to NATO’s hot war against Russia. Of course, I am not calling for a nuclear war. Even if won, it would be a great sin. But we must be fully prepared for it, so that inaction and indecision do not lead to the crime of continuing a military campaign that is exhausting our country and our people and that threatens global thermonuclear catastrophe. Such a crime would be a sin even less forgivable—and, more importantly, it would be a mistake.
