このところ売れっ子の元英国外交官でありMI6（秘密情報部）の元工作員でもあったアラステア・クルック(Alastair Crooke）のアンドリュー・ナポリターノ判事（Judge Andrew Napolitano）によるインタビュー。一昨日掲げたダニー・ハイフォン（Danny Haiphong）、ダニエル・デイヴィス（Daniel Davis ）によるクルックへのインタビューと併せて読むといっそう味わい深い筈である。

サウジアラビアという国は、たった一人の人物、たった一つの家族――自らが王位に就けるよう継承のルールを恣意的に書き換えた一族――によって支えられています。サルマーン国王が継承の順序を変更したことを忘れてはなりません。本来なら兄弟から兄弟へと王位が引き継がれるはずだったのに、彼はその仕組みをすべて変えてしまったのです。その結果、彼は一族の大多数を敵に回すことになりました。この国は、極めて脆い柱の上に成り立っているのです。ウォール街やペトロダラー、そしてワシントンにとっての石油富の源泉と見なされなくなれば――つまり、その役割を維持できなくなれば――サウジアラビアには何が残るというのでしょうか？ 何もありません。それ以外には何もないのです。

サウジアラビアの文化において、これは甚大な屈辱を意味します。MBS（ムハンマド・ビン・サルマーン皇太子）はトランプを味方につけていました。それが彼の安全保障であり、突き進むための拠り所だったのです。ところが突然、ライバルたちや一族の面々にとって、事態は明らかになりました。リッツ・カールトンでの一件を思い出してください。彼は一族の者たちを文字通りホテルに監禁し、彼らの懐から金がすべて吐き出されるまで逆さ吊りにしたのです。彼らは徹底的に屈辱を味わわされました。行方不明になった者もいれば、辱めを受けた者もいます。さらに、収入源を事実上奪われた部族も存在します。では、今後どうなるのでしょうか？

Saudi is a pillar that rests on one person, one family—one family that gerrymandered the succession so that they can become king. Don’t forget Salman changed the succession. It’s supposed to go from brother to brother to brother, and he changed all of that. He has alienated most of the family. It rests on a very fragile pillar. Unless they are seen as the source of oil wealth for Wall Street, for the petrodollar, for Washington—if that cannot be sustained—then what is there to Saudi Arabia? Nothing. There’s nothing there beyond that.

This is a huge humiliation in terms of Saudi culture. MBS had Trump on his side. This was his security. This was his basis for going ahead. And suddenly it’s clear to all the rivals, all those people in his own family. You recall the Ritz-Carlton episode, where he literally imprisoned them in a hotel and hung them upside down until all the money came out of their pockets. They were just literally humiliated. Some of them have disappeared. Some of them have been humiliated. And there are the tribes that have been largely dispossessed of their income. So what’s going to happen?

実のところ、金がないのです。かつて積み上げられた準備金は尽きかけています。現在、誰も報酬を受け取っていません。契約も建設現場も、支払いが行われていないのです。何かに支払うための金も、人々を懐柔して味方につけるための金もありません。かつては巨額の現金準備がありましたが、その大半は「NEOM（ネオム）」のような巨大プロジェクトやその他の事業に費やされ、もう残っていないのです。 つまり、ビン・サルマーンは孤立無援の状態で、周囲から注視され、疑念の目で見られているのです。これは植民地支配構造の終焉を意味します。湾岸地域においてその構造が崩壊しつつあり、サウジアラビアはその要となっているからです。なぜ彼はイエメン側と取引をしないのでしょうか？ その答えは、彼があまりにも深く米国の構造に組み込まれてしまっているからです。彼にはそれができないのです。彼は常に、米大統領や米軍の構造と、あらゆる細部に至るまで完全に一体化してきました。米国が彼に代わって国家を運営しているようなものであり、彼にはどうすることもできないのです。フーシ派と取引することなど、彼には不可能なのです。 その結果は甚大です。サウジアラビアは石油を売れず、資金も尽きています。保有する米国債の売却も許されていません。株式の売却も試みていますが、湾岸地域の同盟国でさえ、大幅な値引きなしには購入しようとしません。なぜなら、サウジアラビアという国が明日、明後日、あるいは来月にも、私たちが知るような形で存続しているかどうかわからないからです。湾岸の同盟国でさえ、彼を救済することには極めて消極的です。

Well, there’s no money. The reserves that were built up. No one’s getting paid at the moment. Contracts, building sites—nothing is being paid. There is no money to pay anything. There’s no money to buy people out. There was a big reserve built up of cash, but most of that has gone on these big projects like the NEOM hotel and these other projects, and there’s none of that left. So bin Salman is on his own there, with everyone looking and wondering. This is the end of a colonial structure. The colonial structure is collapsing in the Gulf, and the Saudis are the lynchpin of that. Why doesn’t he just do a deal with the Yemenis? The answer is he’s just too embedded in the United States structures. He can’t do it. He’s always been wholly embedded with US presidents, with the US military structures, down to the last element. They run the state for him, and he just cannot do it. He cannot make a deal with the Houthis. The consequences are huge. Saudi Arabia is not selling oil. It doesn’t have money. It’s not allowed to sell its treasuries. It’s been trying to sell shares, but even its allies in the Gulf don’t want to buy them except at a huge discount, because they’re not sure that Saudi will be there as we know it tomorrow or the next day, or next month. There’s a great reluctance, even from Gulf allies, to come and help him out.

私たちは大きな転換を目の当たりにしています。これらポストコロニアル国家はすべて、危うい均衡の上に立っています。サウジアラビアとイスラエルとの関係――そして長年にわたりイスラエルがサウジアラビアを自国の活動拠点として利用してきたこと――こそが、湾岸地域全体の要だったからです。誰もがその状況を注視しています。 同時に、イランは100万人もの人員を動員し、それぞれ1000人規模の「自己犠牲大隊」 self-sacrifice battalionsーージャンファダ［Janfada / 祖国のために命を捧げる者］ーーを編成しています。100万人です！これは、ホルムズ海峡の対岸に上陸してくる米国の遠征軍から身を守るためのものではありません。そもそも、そんなことは不可能でしょうし、起こるとも思えません。彼ら（米軍）が実際に動けるとは思えません。どこから出撃するのか？どうやって到着するのか？輸送手段は？補給は誰が担うのか？どう戦うのか？その目的は何か？ワシントンや国防総省の誰もが、サウジアラビアに対して事実上の勝利を収めているフーシ派との戦争を継続するという結論に至ったのだと思いますが、それは無意味であり、悲惨な結末――イラクを巻き込んだ、より広範な地域紛争へと拡大しかねない、さらに悪い結末――を招くでしょう。もし私がバーレーンやクウェートの立場にいて、イランが100万人もの兵力を動員しているのを目にしたら、間違いなく恐怖に震えるはずです。彼らもきっとそう感じているでしょう。

We’re seeing a huge shift. All of these post-colonial states are hanging by a thread, because Saudi Arabia and its connections with Israel—and its use by Israel as an Israeli platform over many, many years—have been the pivot for the whole Gulf region. Everyone is watching that. At the same time, Iran is mobilizing a million people into these self-sacrifice battalions of a thousand people each. A million! This isn’t to defend against some expeditionary force from the United States coming and landing on the other side of the Hormuz. I don’t think that’s even possible. I don’t think it’s likely to happen. I don’t think they can go; where would they launch from? How would they arrive? What would be the transport? Who would supply them? How would they fight? What would be the purpose of it? I think in Washington and the Pentagon, everyone came to the conclusion to pursue this, to go on with war against the Houthis, who have effectively won against Saudi Arabia. It seems pointless and would end badly, end much worse, because it might widen and become a much wider regional war involving Iraq. If I were Bahrain or Kuwait seeing the Iranians mobilizing a million men, I would be very frightened indeed. I’m sure they are.

これこそがイスラエル政策の根幹であり、大きな賭けでした。イランを孤立させ、中傷し、弱体化させること。そして、中東という地域社会に自国を同化させるための手段として、湾岸諸国やサウジアラビアを拠り所とすることです。今やその基盤が、彼らの目の前で目に見えて揺らいでいます。 インフレは至る所で起きています。それは世界的な現象となりました。予見されていた危機が、ついに現実のものとなったのです。欧州でも米国でも、あらゆる物流がディーゼル燃料に依存しているため、至る所でインフレが進行しています。それが輸送の仕組みです。列車や、多くの場合には船舶も、ディーゼル燃料で動いています。ですから、あらゆるコストが上昇しています。至る所で価格が上がっており、航空運賃も高騰しています。

This was the bedrock of Israeli policy, the big gamble: to isolate, defame and undermine Iran and to base everything on the Gulf states and Saudi Arabia as the means to assimilate itself into the Middle East—into the region. Now that is visibly shaking before their eyes. Inflation is everywhere. It has gone global. The crisis that was coming has come. It’s arrived. Inflation everywhere is going up because everything moves by diesel in Europe and in America. That’s the delivery system. The trains, often the boats, survive on diesel. So everything is going up. Prices are going up everywhere. Airfares are going up.
