アメリカのシステムにおいて「ブレジンスキー戦略は止まらない」

 アメリカのシステムーー「トランプはディープステートに支配されている」で記したように、ディープステート、ネオコン、軍産複合体と呼んでもいいがーーその米システムにおいてブレジンスキー戦略は現在も止まっていない。

It would be reminiscent in scale and scope of the challenge once posed by the Sino-Soviet bloc, though this time China would likely be the leader and Russia the follower. Averting this contingency, however remote it may be, will require a display of U.S. geostrategic skill on the western, eastern, and southern perimeters of Eurasia simultaneously.

The next step was to isolate Russia and China, while keeping “the barbarians from coming together.” If they were to join up, warned Mr. Brzezinski, “the United States may have to determine how to cope with regional coalitions that seek to push America out of Eurasia, thereby threatening America’s status as a global power.” By 2016, Brzezinski saw Pax Americana unravelling from its failure to achieve these aims. He acknowledged that the United States “is no longer the globally imperial power.” That is what has motivated its increasing antagonism toward China and Russia, along with Iran and Venezuela.

ロシアのカザンで最近開かれたBRICS首脳会談は、ズビグネフ・ブレジンスキーの1997年の著書『世界のチェス盤：アメリカの優位性とその地政学的義務』の副題に要約されたネオコンの妄想の終焉を象徴するものである。1990年代以来、アメリカの外交政策の目標は「優位性」、つまり世界覇権であった。アメリカが選んだ手段は、戦争、政権交代作戦、一方的な強制措置（経済制裁）であった。カザンには、アメリカの威圧を拒否し、覇権を主張するアメリカに屈しない、世界人口の半分以上を占める35カ国が集まった。

The recent BRICS Summit in Kazan, Russia should mark the end of the Neocon delusions encapsulated in the subtitle of Zbigniew Brzezinski’s 1997 book, The Global Chessboard: American Primacy and its Geostrategic Imperatives. Since the 1990s, the goal of American foreign policy has been “primacy,” aka global hegemony. The U.S. methods of choice have been wars, regime change operations, and unilateral coercive measures (economic sanctions). Kazan brought together 35 countries with more than half the world population that reject the U.S. bullying and that are not cowed by U.S. claims of hegemony.

米国システムにおいてこのブレジンスキーによるアメリカの優位性を維持しようとする「妄想戦略」が止まらない限り、トランプが何を言っても話半分で聞くしかない、ーーというのが米国症状の「優れた」分析家の立場に見えるね。これを押さえておかないと無駄な期待をしてしまう。

例えばアラステア・クルックはーーブレジンスキー戦略には触れていないにせよーー少し前にこう言っている。

The Anglo-U.S. ‘Empire’ is backing itself into the corner of ‘terminal decline’, as French philosopher Emmanual Todd puts it. Trump is attempting, on the one hand, to coerce into being a new ‘Bretton Woods’ in order to re-create dollar hegemony through threat, bluster and tariffs – or war, if needs be. Todd believes that as the Anglo-U.S. Empire falls apart, the U.S. is lashing out at the world in fury – and is devouring itself through the attempt to re-colonise its own colonies (i.e. Europe) for quick financial shakedowns. Trump’s vision of U.S. unstoppable military force amounts to a doctrine of domination and submission.(…)  Continued U.S. ‘dominance’, however, requires striking out in multiple directions, because the unidirectional war on Russia – which was supposed to provide the world with an object lesson in the ‘craft’ of Anglo-Zionist domination unexpectedly has failed. And now time is running out on America’s deficit and debt crisis. This – whilst articulated as the Trumpian desire for domination – is also throwing out nihilistic impulses for war and at the same time fracturing western structures. 「戦争への虚無的衝動」とあるが、つまりは米ネオコン戦争機械は止まらないということだ。これも種々の論客を引用しつつ➤「常に飢えているネオコン戦争機械」に記してある。

で、日本はこの自殺戦略の駒だというのがかねてからのいわゆる「一般常識」で、高市政権になってそれが赤裸々になったというのがこの今だよ。

Prof. Hudson then connects the major dots: “As I understand it, what the U.S. is doing with Israel is a dress rehearsal for it to move on to Iran and the South China Sea. As you know, there is no Plan B in American strategy for a very good reason: If anyone criticize Plan A, they’re considered not to be a team player (or even Putin’s Puppet), so critics have to leave when they see that they won’t be promoted. That’s why U.S. strategists won’t stop and re-think what they’re doing.”

ーーバイデン政権に、 脱ドル化のプロセスを止めるための、直接的な軍事介入以外の手段はありますか?

Dimitri Simes Jr. : Does the Biden administration really have any instruments at its disposal other than direct military intervention to try and stop the process of de-dollarization? MH: No, that’s all that America has now. It’s muscle-bound because for years America has put all of its money into atomic war. So America can’t reintroduce a draft and have an army invading another country because you’d have student protests like you had in the Vietnam War. So all that America really has to fight with militarily is atom bombs. Unless it can get other countries to commit suicide, like the Ukrainians are doing after the American coup d’etat of 2015. But it looks like it’s going to have difficulty having other countries follow Ukraine. And I don’t see the Taiwanese doing this, only the Japanese might be willing to do this.

USAIDはCIAの隠れ蓑だと言われることが多いが、USAID（米国国際開発庁）、CIA（中央情報局）、NED（全米民主主義基金）の関係は次のようらしい。

この図を受け入れるなら、NED（全米民主主義基金）は、CIA（中央情報局）とUSAID（米国国際開発庁）の実働部隊だということになる。

なお一時期、USAID（米国国際開発庁）、NED（全米民主主義基金）は解体されるという噂があったが、ブライアン・バーレティックが繰り返し強調しているように地下に潜っただけである。

米国全米民主主義基金（NED）は「解体」されたのではなく、単に闇に潜っただけだった… NEDはウェブサイトに新たなガイドラインを掲載し、世界中で資金提供している反体制団体への比較的透明性のある情報開示を正式に終了したことを正式に示した。 これは実際にはトランプ政権が発足するずっと前から始まっており、バイデン前政権下ではNEDのウェブサイトから情報開示が削除されていた。 NED、USAID、そしてますます露呈しているその他の米国の政治介入手段を「解体」しようとする試みは、単にそれらを合理化し、より巧妙に隠蔽するための口実に過ぎなかった。 トランプ政権はディープステートを根絶しようとしているのではなく、ディープステートがより深く根を張るのを支援する役割を果たしているのだ。

US National Endowment for Democracy (NED) Didn't get "Dismantled," it simply went Dark... NED just posted on its website new guidelines indicating officially the end of relatively transparent disclosures to opposition groups it is funding around the globe. This actually began long before the Trump administration took over, with disclosures being deleted off the NED website during the previous Biden administration. Attempts to pose as "dismantling" the NED, USAID, and other increasingly exposed US tools of political interference simply served as cover for streamlining and concealing them better. The Trump administration isn't uprooting the deep state, it is serving its role in helping it dig in deeper.
