まず2週間ほど前投稿した記事の一部を再掲する。

米国は、我々は民主主義であり、我々は善であると言う。ウクライナのような民主主義。イスラエルのような民主主義。民主主義とは、シリアを打倒するためにISISテロリストたちとやろうとしていることのことだ。民主主義はイランとの戦争計画の中にある。それが「善」だ。「悪」とは、米国の干渉から自国を守る国々であり、それは我々が民主主義のためにやっているからだと。 それはアメリカ第一主義を意味する。 それは我々が勝つことを意味する。 どれだけの人が自分の脳を解きほぐして、現実に基づいた経済と政治の世界観を再構築できるだろう。 それが、トランプ政権の最初の1年で私たちが目にすることになるものだ。

The United States says, we are democracy, we are good. Democracy as in Ukraine. Democracy as in Israel. Democracy as in what we’re trying to do with the ISIS terrorists to overthrow Syria. Democracy is in our plans for war with Iran. That’s the “good”. The “evil” are countries defending themselves against our interference because we’re doing it for democracy. And that means American first. That means we win. How many people can untangle their brain to recreate a reality-based economics and political view of the world. That’s what we’re going to be seeing in the first year of the Trump administration.

100年前、「民主主義」という言葉は、選挙で選ばれた代表者によって政策が形成される国家を指していた。 古代アテネ以来、民主主義は寡頭政治や貴族主義と対比されてきた。 しかし、冷戦とその余波以降、アメリカの政治家たちはこの言葉をそのような意味で使わなくなった。 アメリカの大統領が「民主主義」という言葉を使うとき、その国が軍事独裁政権であろうと、グルジアやウクライナのようにクーデター（色彩革命と婉曲に表現される）によって政権が誕生した国であろうと、アメリカの新自由主義政策に従う親米的な国を意味する。 「民主的」な政府とは、単にワシントン・コンセンサス、NATO、IMFを支持する政府と再定義されている。 選挙で選ばれた代表者の手から「独立した」中央銀行に政策決定を移し、その政策はウォール街、ロンドン・シティ、フランクフルトを中心とするオリガーキーによって決定される。

このようなアメリカの政治ボキャブラリーの再定義を踏まえると、〔･･･〕 有権者が民主的に、独自に行動する（あるいは単に米国の指示とは無関係に行動する力を求める）政府や政権を選んだ国は、シリアのように、ウクライナのように、あるいはピノチェト将軍の下でチリのように不安定化する。 ヘンリー・キッシンジャーが言ったように、ある国が共産主義者に投票したからといって、われわれがそれを受け入れる必要はない。 これが、全米民主主義基金（NED）が支援する「カラー革命」のスタイルである。

A century ago the word “democracy” referred to a nation whose policies were formed by elected representatives. Ever since ancient Athens, democracy was contrasted to oligarchy and aristocracy. But since the Cold War and its aftermath, that is not how U.S. politicians have used the term. When an American president uses the word “democracy,” he means a pro-American country following U.S. neoliberal policies, no matter if the country is a military dictatorship or its government was brought in by a coup(euphemized as a Color Revolution) as in Georgia or Ukraine. A “democratic” government has been re-defined simply as one supporting the Washington Consensus, NATO and the IMF. It is a government that shifts policy-making out of the hands of elected representatives to an “independent” central bank, whose policies are dictated by the oligarchy centered in Wall Street, the City of London and Frankfurt. Given this American re-definition of the political vocabulary, (…) Countries whose voters democratically elect a government or regime that acts independently (or even simply seeks the power to act independently of U.S. directives) will be destabilized, Syria- style, Ukraine-style or Chile-style under General Pinochet. As Henry Kissinger said, just because a country votes in communists doesn’t mean that we have to accept it. This is the style of the “color revolutions” sponsored by the National Endowment for Democracy.

政党がどのように組織されるか。 方法は2つある。ひとつは民主主義国家で有権者の支持を得ること、もうひとつは大口献金者と資金調達者から資金を得ることだ。 資金調達者はウォール街にいる。 民主党の戦略ーー2月21日の民主党全国委員会代表選挙に出馬した議員たちーーは、資金調達の鍵はテレビだと言っていた。 人心を掌握するためにテレビの時間を買うには、多額の献金が必要だ。 その資金は主にウォール街、1％の人々からもたらされる。 だから、テレビの時間を買ったり、フォーカスグループにお金を出したりする資金を1％に依存しているとしたら、驚くことに1％は、99％の利益ではなく、自分たちの利益だけを代表しようとしていることになる。 党が、大口献金者からテレビ放映のための資金を最も多く集められる候補者や綱領を目指す戦略をとれば、大口献金者の党になってしまう。 ウォール街の党だ。

…on how the political party is going to be organized. There are two ways: One is to get popular support of voters in a democracy; the other is to get funding from big donors and fundraisers. The fundraisers are on Wall Street. The Democratic Party strategy – and you saw this by members running for the head of the Democratic National Committee on February 21 – they were saying the key to funding is television. Buying television time to control people’s minds takes big contributions of money. The money comes mainly from Wall Street, from the 1%. So if you’re dependent on the 1% to give the money to buy television time and to pay for focus groups, then the 1% surprisingly enough are only going to represent their own interest, not that of the 99%. Once you have a strategy that the party is geared towards what candidates and platform can raise the most money for television from big contributors, you’re going to become the party of these big contributors. Of Wall Street.

全米民主主義基金（NED）の名が挙がっているので、日本で最も積極的にNEDの実態にメスを入れた遠藤誉さんの記事からいくつか抜き出しておこう。

【NED（全米民主主義基金）】

NEDは1983年に「他国の民主化を支援する」目的で設立された。 　実態は、創設者の一人が言ったように「第二のCIA」だ。 　親米的ではない他国の政権を転覆させるために、その国の市民に呼び掛けて、市民活動を支援する形で「民主化デモ」を煽る。NEDは民間の非営利組織と喧伝しているが、財政の資源はほとんど全てアメリカ政府が出している。（習近平が反スパイ法を改正した理由その１　NED（全米民主主義基金）の潜伏活動に対抗するため　遠藤誉　2023-07-03）

【軍産複合体】

アメリカの軍産複合体を支えるネオコン（新保守主義）指導下で1983年に設立された全米民主主義基金NED（第二のCIA） （ウクライナ危機を生んだのは誰か？PartⅡ2000-2008　台湾有事を招くNEDの正体を知るために　遠藤誉　2023/10/9）

【ネオコン】

そもそもネオコン（Neoconservatism ）とは、アメリカの「新しい保守主義」を指し、「国際政治へのアメリカの積極的介入」あるいは「アメリカの世界覇権」や「アメリカ的な思想を世界に広めること」などを信条としているため、従来の保守主義とは異なる。 　ネオコンは今では「軍需産業」（武器商人）と密接に結びつき、アメリカの民主党との結びつきが強い傾向にある。ならば共和党はみな反ネオコンかと言ったら必ずしもそうではなく、後述するようにトランプ政権にも少なからぬネオコン派が入っていた。（「アメリカはウクライナ戦争を終わらせたくない」と米保守系ウェブサイトが　遠藤誉　2022/4/16）

米国ボロメオの環として図示しておこう。

米国ーー私がこの語で意味するのは、軍産複合体、つまり安全保障機構・情報機関・国防総省・軍需企業、そして議会における彼らの支持者たちからなる少数の権力者たちだが、彼らが考える米国の覇権を維持したいと考えている。〔･･･〕構造的に、米国の安全保障体制は覇権を求めて戦っており、世界大戦を引き起こす可能性がある。

The U.S.—and by that I mean the military-industrial blob or complex, a small number of powerful people from the security establishment, the intelligence agencies, the Pentagon, the military companies, and their supporters in Congress—wants to preserve American hegemony as they see it.[...]Structurally, the U.S. security establishment is fighting for its hegemony and it could end up creating a world war.
