RICHARD WOLFF: … When an empire declines, those at the top – the rich, the corporate leaders – they are in the best position to navigate a declining empire. They have the power and the money with which to hold on to the wealth they’ve accumulated. And that means off-loading the costs of a declining empire onto somebody else. The middle class, the working class, the poor: they’re the ones. That’s why we have an inflation that the Social Security doesn’t keep up with. That’s why we haven’t raised the minimum wage from $7.25 an hour since 2009, even though every year has been an increase in prices. Some a lot, some a little. But we have savaged the poorest among us. And the inflation worked that way, too, because we had a short-term inflation, where the prices led the wages [that] never really caught up. So that worked again to shift. The people at the top are taking care of themselves. And that means the costs of a declining empire are felt that much more on the middle and the bottom. That, too, is part of a declining empire; and that’s another factor shaking up the old consensus ideas of how you should vote, or what’s going on in the world. MICHAEL HUDSON: Who will the costs be pushed on? They’ll be pushed on to other countries. That’s the first thing that Trump has promised, as you know. He said, you know, we’re not going to pay for the war in Ukraine anymore. That was his one anti-war statement. We’re going to make Europe pay for their own defense. No more payment for that. You can imagine the hysteria that this has all caused from the Ukraine, to Germany, to the NATO… RICHARD WOLFF: By the way, just a footnote, the German government collapsed overnight. MICHAEL HUDSON: Yes. And it’s because Scholz, the Social Democrat, said we have to fire the free enterprise pro-financial finance minister because the finance minister who says we can’t run a budget deficit… well, if you can’t run a budget deficit, with Trump not paying the cost of NATO and the war anymore, if Europe continues to support the war on Russia in Ukraine, then it has to drastically cut back all of its social spending programs in an economy that’s already the most depressed economy in Europe. So that’s solving the American decline in empire is going to, first of all, have reverberatory effects on all the American satellites that Trump will be able to push the costs onto. RICHARD WOLFF: And all the other European governments that have aligned themselves with the United States are going to now realize they probably bet on the wrong horse. MICHAEL HUDSON: Well, it’s pretty hard to reverse it now, I think. It’s going to take decades for them to reverse it. They’re stuck too. |

なによりもまず、いま最も重要なのは、古井由吉の云う「節度を持ってしっかり踏まえたペシミズム」ではないか。単なるサラリーマン組織にすぎない財務省等の問題ではまったくない。敵は崩壊しつつある資本主義システムなのである。

The billionaires, Christian fascists, grifters, psychopaths, imbeciles, narcissists and deviants who have seized control of Congress, the White House and the courts, are cannibalizing the machinery of state. I doubt Musk and his army of young minions in the Department of Government Efficiency (DOGE) — which isn’t an official department within the federal government — have any idea about how the organizations they are destroying work, why they exist or what it will mean for the demise of American power. The seizure of government personnel records and classified material, the effort to terminate hundreds of millions of dollars worth of government contracts — mostly those which relate to Diversity, Equity and Inclusion (DEI), the offers of buyouts to “drain the swamp” including a buyout offer to the entire workforce of the Central Intelligence Agency — now temporarily blocked by a judge — the firing of 17 or 18 inspectors general and federal prosecutors, the halting of government funding and grants, sees them cannibalize the leviathan they worship. They plan to dismantle the Environmental Protection Agency, the Department of Education and the U.S. Postal Service, part of the internal machinery of the empire. The more dysfunctional the state becomes, the more it creates a business opportunity for predatory corporations and private equity firms. These billionaires will make a fortune “harvesting” the remains of the empire. But they are ultimately slaying the beast that created American wealth and power. Once the dollar is no longer the world’s reserve currency, something the dismantling of the empire guarantees, the U.S. will be unable to pay for its huge deficits by selling Treasury bonds. The American economy will fall into a devastating depression. This will trigger a breakdown of civil society, soaring prices, especially for imported products, stagnant wages and high unemployment rates. The funding of at least 750 overseas military bases and our bloated military will become impossible to sustain. The empire will instantly contract. It will become a shadow of itself. Hypernationalism, fueled by an inchoate rage and widespread despair, will morph into a hate-filled American fascism. |

“The demise of the United States as the preeminent global power could come far more quickly than anyone imagines,” the historian Alfred W. McCoy writes in his book In the Shadows of the American Century: The Rise and Decline of US Global Power: When revenues shrink or collapse, McCoy points out, “empires become brittle.” He writes: “So delicate is their ecology of power that, when things start to go truly wrong, empires regularly unravel with unholy speed: just a year for Portugal, two years for the Soviet Union, eight years for France, eleven years for the Ottomans, seventeen for Great Britain, and, in all likelihood, just twenty-seven years for the United States, counting from the crucial year 2003 [when the U.S. invaded Iraq].” The array of tools used for global dominance — wholesale surveillance, the evisceration of civil liberties including due process, torture, militarized police, the massive prison system, militarized drones and satellites — will be employed against a restive and enraged population. The devouring of the carcass of the empire to feed the outsized greed and egos of these scavengers presages a new dark age. |

In M-M' we have the irrational form of capital, in which it is taken as logically anterior to its own reproduction process; the ability of money or a commodity to valorize its own value independent of reproduction―the capital mystification in the most flagrant form”. In the case of joint-stock capital or financial capital, unlike industrial capital, accumulation is realized not through exploiting workers directly. It is realized through speculative trades. But in this process, capital indirectly sucks up the surplus value from industrial capital of the lower level. This is why accumulation of financial capital creates class disparities, without people's awareness. That is currently happening with the spread of neo-liberalism on the global scale. |

同インタビューにはこうある、《資本主義（C）は必然的に恐慌を引き起こします。国家（B）も、常に他の国家との潜在的争いの中に置かれている。ナショナリズム（A）も、ファシズムに向かう危険を孕んでいる。どう転んでも、行き着くところは戦争です。戦争までをも調整の機能として生き残ってきたのが、資本＝ネーション＝国家なのです。こんなものは終わりにしないといけない。》
柄谷行人観点からは、同じマルキストであるマイケル・ハドソンは甘いところがある。というのはハドソンは金融資本批判批判には優れているが、産業資本主義を擁護している。他方、柄谷にとっては産業資本自体、金融資本に行き着く。
