西側秩序の完全な崩壊（ジャック・ボー）

 

宇露戦争勃発初期に私が最も信頼を寄せた人物のひとり元スイス諜報官NATO顧問ジャック・ボーだが（参照➤米国の戦略的利益のために道具化されたウクライナ）、最近はご無沙汰しており久しぶりに彼の発言を掲げる。

ジャック・ボー大佐は、いわゆる「ルールに基づく国際秩序」を痛烈に非難し、完全に崩壊したと宣言した。彼は、西側諸国が国連憲章を公然と違反し、民生用核施設への攻撃という戦争犯罪を犯しているとして非難する。しかも、欧州や米国からの抗議の声は一切聞こえない。ボー大佐の見解では、西側諸国の沈黙は、ガザにおける子ども、女性、高齢者の大量虐殺といった残虐行為への共犯に等しい。 ボー大佐はそこで終わらない。彼は、IAEA（国際原子力機関）とOPCW（化学兵器禁止機関）を、本来の目的を失って腐敗し、政治化された殻に閉じこめられ、法の遵守ではなく権力に奉仕する道具として利用されていると非難する。彼らが掲げる中立性と客観性は虚偽だとボー大佐は指摘する。これらの機関は、犯罪を阻止するどころか、犯罪を助長する道具と化しているのだ。 ボー大佐は、私たちが目にしているのは新しいことではないが、初めて白日の下に晒されていると警告する。そしてそれが、この瞬間をとても恐ろしいものにしているのだと彼は言う。

Colonel Jacques Baud delivers a searing indictment of the so-called “international rules-based order,” declaring it fully collapsed. He accuses Western powers of openly violating the @UN Charter—committing war crimes by attacking civilian nuclear facilities—without a whisper of protest from Europe or the U.S. In his view, their silence amounts to complicity in atrocities like the mass murder of children, women, and the elderly in Gaza. Baud doesn’t stop there. He denounces the @iaeaorg and @OPCW as corrupt, politicized shells of what they were meant to be—tools now used to serve power rather than uphold law. Their supposed neutrality and objectivity, he says, are a lie. These institutions, far from preventing crimes, have become instruments in them. What we’re seeing, Baud warns, is not new—but for the first time, it’s playing out in full daylight. And that, he says, is what makes this moment so terrifying.

“I think an important takeaway from the sequence we’ve just seen is the total collapse of the international law-based order. This order, created after World War II, has completely broken down. Those who claim to defend ‘values’ and so on have violated the basic rules of the UN Charter by committing war crimes—because attacking civilian nuclear facilities is a war crime—without any reaction from any European or Western country. This means that all of these countries have tacitly accepted such crimes, just as they accept the massacre of children, women, and the elderly in Gaza. So this isn’t new. We’ve seen it before, but over the past year, we now have a blatant example of the collapse of the international order. And in addition to that, the IAEA has failed to fulfill its mandate. It has demonstrated corrupt leadership and shown its inability to uphold the principles of the UN Charter—not just its technical tasks, but the core values of objectivity, neutrality, and impartiality. All of that has collapsed. We saw a similar failure during the Syrian war with the OPCW—the Organization for the Prohibition of Chemical Weapons—which also proved unable to resolve the crisis and instead became part of the problem. We’ve seen it again in Zaporizhzhia, Ukraine, with the IAEA. So what we’re witnessing now is not new—but this time, it’s out in the open, in full light. And in my view, that is deeply, deeply disturbing.”

Judge Andrew Napolitano— So what’s he going to do? Do you think Trump will be tempted to use nuclear weapons on Iran?

スコット・リッター：そう……事実、イランの核開発計画を阻止する方法は二つしかない。一つは、イランが自発的に行う（体制転換とそれに続く濃縮放棄）。もう一つは核兵器です。そして、これを実行するための戦争計画はすでに策定されている。（最初の任期中）トランプは、通常兵器ではこれは不可能で、核兵器が必要だと告げられた。そこで、これらの施設を標的とするための核兵器を配備する新たな核配備計画が策定された。だから、トランプはおそらく今、長期的な体制転換戦略に踏み切るだろう。しかし、それが失敗に終わった場合、トランプには方針を転換するか、核兵器を使用するかのどちらかしか選択肢がないかもしれない。 見てみなさい、DARPA（注：国防高等研究計画局は米国国防総省の研究開発機関）は、フォードウに対するこの「攻撃オプション」を考案するのに2年かかった（ピート・ヘグゼス国防長官によると）。もしそれがうまくいかなかったとしたら、他にどんな選択肢があるというんだ？（核兵器の使用は避けられないということを暗示している）。 私は、戦争を阻止できるはずの国内の反対勢力が顕在化していないことを懸念している。何か別のことが起こらない限り、数週間から数ヶ月かけて、イランに対して核兵器が使用される可能性へと向かっていくことを危惧している。

Scott Ritter– Yes…… The fact of the matter is there’s only two ways to take out the Iranian nuclear program. One: The Iranians do it voluntarily. (Regime change followed by abandoning enrichment.) The other way is nuclear weapons, and there’s a war plan in place that is already designed to do this. (In his first term) Trump was told our conventional munitions can’t do this, that it would require nuclear weapons. So, a new nuclear deployment plan was developed making nuclear weapons available to target these facilities. So, I think Trump will probably go into a long-range regime change game now, but if that fails, Trump may have no choice but to either reverse course ….or use a nuclear weapon. Look, DARPA, (Note– Defense Advanced Research Projects Agency, is a research and development agency of the U.S. Department of Defense) took two years –according to Sec-Def Pete Hegseth– to come up with this ‘strike option’ against Fordow, so, if it didn’t work, what other options do you have? (implying that the use of nukes is inevitable)  I am fearful that the domestic opposition that could stop a war isn’t manifesting itself, so, unless something else happens, I’m afraid we are on a weeks or months-long path towards the potential of nuclear weapons being used against Iran.
