USAID（米国国際開発庁）、CIA（中央情報局）、NED（全米民主主義基金）の関係

 

ケネディジュニアは、USAIDはCIAの隠れ蓑だと言っているが、USAID（米国国際開発庁）、CIA（中央情報局）、NED（全米民主主義基金）の関係は次のようらしい。

NED（全米民主主義基金）には下部組織がたくさんあり、USAID（米国国際開発庁）からマネーを貰い、CIA（中央情報局）から陰謀を貰ってーー例えばカラー革命による政権転覆ーーという具合で、つまりNEDは実践部隊ということかね（NEDについては▶︎［参照］）

マイケル・ハドソンによれば、USAID（米国国際開発庁）だけでなく、IMF（国際通貨基金）や世界銀行も似たようなことやってるらしいがね。

中国は債務の帳消しや支払い延期を厭わない姿勢を示している。差し押さえのために国に融資しようとはしない。国に「債務返済のために金を貸すが、労働組合を破壊し、土地改革者を暗殺し、労働組合の指導者を殺害し、新自由主義経済学以外の経済学を教えないことに同意しなければならない」とは言わない。これは、USAID（米国国際開発庁）、IMF（国際通貨基金）、世界銀行がチリ、ブラジル、その他の米国の新自由主義に抵抗しようとしている国に言ったことだ。 中国は、IMF、世界銀行、USAIDの事業計画である国の貧困化に資金を提供しようとしているのではない。IMF、世界銀行、USAIDは金融セクターに奉仕している。金融セクターの事業計画は、経済を貧困化させ、1パーセントの金融階級がすべての富を手にし、それ以外の人が縮小することだ。それは中国がしようとしていることと正反対だ。

China has shown itself willing to write down the debts or defer payment. It doesn’t try to make loans to countries in order to foreclose. It doesn’t tell countries: “We will lend you the money to pay the debt, but you have to destroy your labor unions, you have to agree to assassinate your land reformers, you have to kill your labor leaders, you have to agree not to teach any economics but the neoliberal economics.” That’s what the USAID, the IMF and the World Bank said to Chile, Brazil and other countries trying to resist U.S. neoliberalism. China is not trying to finance the impoverishment of countries, which is the business plan of the IMF, World Bank and USAID. They serve the financial sector, whose business plan is to impoverish the economy so that the One Percent, the financial class, ends up with all the wealth, leaving everybody else to shrink. That’s the opposite of what China is trying to do.

An “order” is an organized group of international institutions that help govern the interactions among the member states. Orders can also help member states deal with nonmembers, because an order does not necessarily include every country in the world. Furthermore, orders can comprise institutions that have a regional or a global scope. Great powers create and manage orders. International institutions, which are the building blocks of orders, are effectively rules that the great powers devise and agree to follow, because they be-lieve that obeying those rules is in their interest. The rules prescribe acceptable kinds of behavior and proscribe unacceptable forms of behavior. Unsurprisingly, the great powers write those rules to suit their own interests. But when the rules do not accord with the vital interests of the dominant states, those same states either ignore them or rewrite them.

Well, one of the things the SCO has called for is for a change in the representation of the United Nations. But at the same time, Karaganov has pointed out that the United States, the United Nations really cannot be reformed because of the U.S. veto. And the U.S. has already captured many of the key United Nations institutions. The International Kangaroo Court, for instance, that accused Putin of being a terrorist and issued an arrest warrant so that he can't attend the United Nations is an example. The OSC, the disarmament agent of the UN,controlled by the United States. And there's a recognition, I think, certainly by Russia,and I think that spread to the SCO, that, well, we're going to leave the United Nations intact, but we're not going to be really an active part of it. We have to create our own shadow United Nations to do what the principles that the United Nations originally promised to do, but didn't do. So we're going to have to have our own court.
